Polaris is led by Ian Brooker, supported by a small senior team with complementary expertise in logistics, transport planning, regeneration and project delivery. We bring together the right experience for each commission, either leading projects directly or working as part of a wider multidisciplinary team.
Senior Team
Ian Brooker – Director and Lead Consultant
Ian has more than 40 years’ experience in logistics and transport consultancy, advising government, infrastructure providers, local authorities and developers on freight strategy, urban logistics and major transport projects.
He leads most Polaris commissions and has particular expertise in rail freight, regional and local freight strategies, appraisal and the integration of logistics into complex transport and infrastructure projects. Much of his career has been spent working alongside leading transport planners, economists, engineers and modellers, enabling him to connect specialist logistics evidence with wider project decision-making.
He also contributes to wider professional thinking through the Chartered Institute of Logistics and Transport’s Freight Visibility and Value work, chairing the working group and leading a workstream focused on improving how freight is represented in transport appraisal and decision-making.
Iain Taylor – Director, Project Management and Regeneration
Iain brings more than 28 years’ experience in regeneration, property, land management and project delivery. He has held senior roles including Executive Director of Atlantic Gateway, Director of Business Development at the Land Trust and Partnerships Director at Peel Group.
He contributes project management, development and stakeholder expertise to selected Polaris commissions, particularly where freight and logistics issues interact with regeneration, land use and complex partnership working.
Morag Robertson – Senior logistics Adviser
Morag is a widely experienced logistics professional with more than 32 years’ experience in logistics management, environmental management and consultancy, including 17 years with Sainsbury’s.
She has advised organisations including the Department for Transport, National Infrastructure Commission, Transport Scotland, Transport for London, England’s Economic Heartland and Midlands Connect. Her expertise includes freight strategy, freight collaboration, urban logistics, out-of-hours delivery, construction logistics and freight decarbonisation. She also brings valuable operational insight from working directly with logistics businesses and fleet operators.
